"We will have a world government whether you like it or not." When, by whom, and to whom was that said?

Here's the quote with some context.



"We will have a world government whether you like it or not. The only question is whether that government will be achieved by conquest or consent."



I think the speaker was the same guy who planned the Federal Reserve System at Jekyll Island in 1910. His name escapes me at the moment."We will have a world government whether you like it or not." When, by whom, and to whom was that said?

it was James Paul Warburg, the son of the man who planned the Federal Reserve System, in 1950 (and not Nicholas Whar's-his-name in the Left Behind series :).)
